IN THE UNITED STATES DISTRICT COURT
EASTERN DISTRICT OF ARKANSAS
PINE BLUFF DIVISION

DAMIEN WAYNE ECHOLS PLAINTIFF
VS.
LARRY NORRIS DEFENDANT

CASE NO. 5:04CV00391

ORDER OF TRANSFER

The above-styled civil case assigned to the docket of United States District Judge William R. Wilson, Jr. on October 28, 2004, is hereby reassigned to the docket of United States District Judge Brian S. Miller. Judge Miller has been directly assigned to this case in compliance with the recommendation of the Eighth Circuit Judicial Council Committee on Death Penalty Habeas which states that "no District Judge shall be charged with the disposition of more than two death penalty habeas cases at any one time." Judge Miller is the only district judge with fewer than two pending death penalty habeas cases. A chip has been added back to the case assignment system for Judge Wilson.
