The Gardener's Statement
CARLOS RAMOS (gardener witness) Statements 7/26 - 8/16/2005
PROCESS – VERBAL
I, Shaniro Baldrik KELLY, sergeant at the Korps Police force Aruba and at the investigative district classified 2, explain the following.
On Tuesday, July 26, 2005 around 17:30, I, KELLY showed, at the police force guard North, to the witness C.A. PENATA RAMOS, the seized gray Honda Civic belonging to the suspect D.S. KALPOE.
The car became of interest in the search of the missing girl Natalee Holloway and was intentionally seized.
C.A. PENATA RAMOS explained thereby this:
I recognize the car which you now show me as the car in which I had seen the three boys on the night of Monday. It is the car in which I had spoken in my declaration.
W.n.g.C.A. PENATA RAMOS
After I, KELLY, read the declaration of the witness to him in Spanish, he explained that he would not sign it.
He explained that he will grant no further collaboration to the police force.
Of which by me, KELLY, on oath of office made up this warrant which has been closed and has been signed at Bubali on 26 July 2005.

Well i notice this is the first we've seen a witness say they won't give further statements, and the PV spans a few weeks. I dont think he was chomping at the bit to cooperate on this one.

If you mean that we are only seeing selective statements....yes.
I don't believe they drained that pond for a week based solely on that statement. They just felt like spending the money? Where's the rest of it?

(CBS/AP) The search of a pond in Aruba for evidence in the disappearance of Natalee Holloway will continue another day; it's taking longer than expected to drain.
Searchers hope to have a clearer view of the bottom on Thursday.
Investigators trying to determine what happened to Holloway focused Wednesday on a pond near where the U.S. teen was last seen nearly two months ago.
Authorities used a large pump to drain the pond across from the Marriott Hotel while investigators awaited the results of DNA analysis from labs in the Netherlands and the United States.
The authorities declined to specify what they were looking for in the pond, but confirmed it was part of the investigation into Holloway's disappearance on May 30, the final night of a high school graduation trip to the Dutch Caribbean island. The job was expected to be finished later Wednesday.
A lawyer for Holloway's mother and stepfather said the search was prompted by a witness who came forward last week and reported seeing three young men, including a Dutch youth who has been detained in the case, near the pond on the night of the teenager's disappearance.
The witness told investigators that he saw Joran van der Sloot, 17, and two Surinamese brothers driving near the pond on May 30 between 2:30 and 3 a.m. a time they previously told investigators they were already home said the attorney, Vinda de Sousa.
"They consider the witness to be very credible," said the family's attorney, who said she receives regular updates on the case from investigators.
Holloway's stepfather, George Twitty, who was at a nearby hotel waiting for results of the search, said police asked the family not to watch as they worked behind a fence to clear the water.
"It's the first time the fire department, the police and other authorities have collaborated on such a huge search," the stepfather said Wednesday. "So they must know something. ... There's so much commotion, they must have a lead."
Holloway's mother, Beth Holloway Twitty, also said she was hopeful.
"I'm very encouraged about moving forward, and hopefully finding some answers that we've been waiting for, for a long time, and everyone has been," she said on ABC's "Good Morning America."
No one has been charged in the case and van der Sloot is the only person detained as a suspect. The Surinamese brothers, Satish and Deepak Kalpoe, were previously held and released.
The Kalpoe brothers first told police that they and van der Sloot dropped Holloway at her hotel around 2 a.m. the morning of May 30. Later, they said they had lied to protect their friend and that they had dropped the Dutch youth and Holloway at a beach near the hotel.
The new witness, a gardener who spoke to investigators Friday, said he saw van der Sloot try to hide his face with his hands as the three young men drove into a tennis club the night Holloway disappeared, said George Twitty, the missing teenager's stepfather.
The pond, which about 150 meters across, is between the Marriott and the tennis club.
It was unknown why the witness waited so long to speak to authorities. "He had his reasons," de Sousa said.
An attorney for van der Sloot, Richie Kock, said authorities had not told him about the new witnesses. Lawyers for the Kalpoe brothers were not immediately available for comment.
Aruban authorities said this week that they have dispatched a prosecutor to consult with the U.S. Federal Bureau of Investigation and brought in experts from the Netherlands as they investigate the disappearance.
Aruban investigators sent hair found attached to duct tape discovered along the shore of the island to the FBI crime lab in Quantico, Va., and to the Netherlands for DNA analysis.
The family on Monday increased the reward for information leading to the young woman's safe return to $1 million, from $200,000.
CBS News Correspondent Trish Reagan reports Equusearch, the private volunteer search team from Texas that has been helping the Holloway family, is heading back to Aruba Wednesday night.
Tim Miller of Equusearch says this time, the group will be armed with additional equipment which might help. "We actually roll it over the ground and it actually measures the density of the ground," Miller explains. "So if there's an area that's been dug up, or an area that a body has been buried in, it will actually show a hollow spot where a body is."
Holloway, 18, from Mountain Brook, Ala., vanished after an evening of eating, drinking and dancing at a nightclub which she left with the three young men, hours before she was to catch a flight home at the end of a graduation trip with 124 classmates.

By mid-July, with Joran still languishing in the San Nicolas jail, undergoing daily questioning by Aruban, Dutch, and F.B.I. officials, a motley crowd of television producers, search teams, private eyes, and beach bums each determined to solve the case. One was Arthur Wood, a retired Secret Service agent who lives outside Ocala, Florida, and who spent his evenings glued to the Holloway coverage. In mid-June, Wood e-mailed some thoughts to Jossy Mansur, managing editor of the Aruban newspaper El Diario, who had latched onto the Twitty bandwagon as part of his own feud with the Aruban government. Eager to develop leads, Mansur invited Wood to Aruba, and put him on his payroll.
Wood began chatting up photographers, stringers, and reporters. The most intriguing lead, he decided, was a rumor that one of the Kalpoe brothers had confessed to killing Natalee—sort of—to a fellow prisoner while in the Aruban jail. The prisoner had heard that a relative's gardener, named Cumpa, had seen Joran and the Kalpoes burying Natalee's body in a vacant lot near the Marriott. When the Kalpoe brother was told the story, he supposedly went ashen and flipped over the dominoes they were playing with. Wood spent most of July tracking the elusive Cumpa. There were stories that he had fled to Venezuela, that he had disappeared, that he might have been killed.
The Mansur "investigative team," including Wood, Eduardo Mansur, and other Mansur employees and family friends, began holding nightly strategy sessions at the team's de facto headquarters: Hooters. One night they were inside poring over rumors when a Mansur cousin's teenage son suddenly blurted out, "I know Cumpa! He's my uncle's gardener!"
The boy hopped in Eduardo Mansur's truck and led Wood to a large seaside home owned by Jossy Mansur's cousin Eric Mansur, a wealthy importer. Wood found Cumpa, whose name turned out to be Carlos, in the yard. "He tells me that on that night, May 30, he couldn't sleep," Wood recalls. "It was 2:30 and it was so hot—he didn't have air-conditioning—he said, 'I got up, I told my wife I'm going to my boss's house,'" which was air-conditioned.
According to Carlos, while driving to Eric Mansur's home a little before three that morning, he took a shortcut, a dirt road through a vacant lot beside the Marriott. To his surprise, he found a car blocking the road. Beside the car were two large mounds of dirt. When he peered into the car, Carlos said, he recognized Joran and the Kalpoes. He said they covered their faces. He then drove on.
Carlos reluctantly climbed into Wood's truck and allowed himself to be driven to police headquarters. He disappeared inside for four hours.

This Eric Mansur .....
The Mansurs made their fortune distributing liquor and Marlboro brand cigarettes in Latin America. Controversy has swirled around certain members of the Mansur family, including published allegations of drug trafficking and money laundering. Two Mansur family members -- Eric and Alex Mansur -- were indicted in U.S. District Court in Puerto Rico in 1994 on narcotics and racketeering charges. Much of the case was filed under seal, including final judgments for both defendants, which were entered in November 2002.

One of Aruba's wealthiest and most powerful families alleges that a partner at its longtime law firm, Podhurst Orseck in Miami, made an error in judgment that led to the loss of a $15 million property.
Five members of the Mansur family, who have Dutch citizenship and business interests in Aruba, filed suit in Miami-Dade Circuit Court in March alleging that Podhurst partner Katherine Ezell mishandled their lawsuit against two family members entrusted with managing Terminal Island in Miami Beach. That's a deep port off the MacArthur Causeway that serves as a ferry terminal for the exclusive Fisher Island community off Miami Beach.

New Search Launched for Natalee Holloway
Dozens of police officers launched a new search today in Aruba for clues in the disappearance of Alabama teen Natalee Holloway in a brushy between the Marriott Inn and the beach that is known locally as a lover's-lane area.
News reports said a young volunteer searcher reported to police that he found a pair of panties, used condoms, a string that appeared to come from a bikini top, pieces of duct tape and condom packages near a small pond in the area.
Update: At approximately 7 p.m. equipment was removed from the area and the search ended. News reports said nothing of significance was found.
The area became the focus of the search after a security guard released from jail yesterday told police one of the three students still being detained in the case told him that Natalee and Joran Van Der Sloot were dropped off in that area the night she disappeared.
Security Guard Alerts Police
Former security guard Antonius "Mickey" John was held in a cell next to 21-year-old Deepak Kalpoe, one of the three men who gave Natalee a ride from the nightclub May 30. John told police that Kalpoe said he and his brother Satish dropped Natalee and Van Der Sloot off near the area now being searched.
Police have blocked off a three-block area near the Marriott. A search dog was seen being lead into the area. Police brought pumping equipment in an apparent effort to drain the small pond in the area.
No official searches have been conducted by police in more than a week in the case. Only volunteers have been searching for the honor student in the past week until the new developments in the case today.

Aruba (Concern). Aruba, with its free trade zone and offshore industry, is vulnerable to being used by criminal entities to launder money through wire transfers and the smuggling of cash. Suspicions of money laundering in Aruba persist, particularly through casinos, the free trade zone, and financial institutions. In May 1998, the Government of Aruba (GOA) approved the extradition of Aruban nationals Alex and Eric Mansur from Aruba to Puerto Rico to stand trial for laundering millions of dollars of drug proceeds from Puerto Rico to Aruba. The cousins, members of a politically powerful Aruban family, were among approximately 50 people indicted in the District of Puerto Rico in 1994 as part of a major money laundering conspiracy. Also extradited in May 1998 was Aruban national Randy Habibe, who had been indicted in the Southern District of Florida for his participation in a drug conspiracy. Habibe is accused of laundering approximately $800 million in drug proceeds.
The GOA continues to make progress in its anti-money laundering efforts. A draft law to implement crossborder currency reporting requirements was expected to be presented to Parliament in early February 1999. Plans are also underway to extend the requirement for the reporting of unusual transactions to casinos and the free zone, although the legal framework for doing so is not yet in place. The extension of the requirements to casinos should be in effect in a few months, while a bill to extend the requirements to the free zone is expected to reach Parliament by May 1999.
